Managing Director

Dr. Artjay Javier received his Ph.D. in Chemistry from the University of California at Santa Barbara, and went on to a postdoctoral fellowship at the U.S. Naval Research Laboratory.  He was employed at Booz Allen Hamilton for five years before leaving in 2013 to found and lead Sciligent, LLC.  His areas of expertise include applied nanoscience, photovoltaics, spectroscopy, and scientometrics.

Director of Technology Development

Dr. Gino Serpa received his Ph.D. in Atomic Physics from the University of Notre Dame, and worked as a research associate at the U.S. National Institute of Standards and Technology.  He was employed at Booz Allen Hamilton for eighteen years before joining Sciligent in 2018.  His areas of expertise include applied lithography, sensors, graph theory, and scientometrics.

Contracts Administrator

Lisa Weatherwax received her B.A. in Russian Language and Literature from George Washington University and worked in international finance and project development.  She speaks English, Portuguese, Spanish, Russian and French.  She joined Sciligent, LLC in 2015.

Hema Viswanath is a trained librarian with a masters degree in Physics. She provided literature research services to scientists in a prestigious research laboratory for many years. More recently, she authored the widely distributed ASD(R&E) S&T News Bulletin from 2011 to 2017.
